Since some 1.2x version the reboot-manager is no longer necessary, when
reboot is used within a vserver, the kernel calls a userspace helper to
perform the vserver's restart.
The fact that a reboot inside a vserver causes a reboot of the host, is
probably caused by giving too many capabilities to the vserver.
