It depends on the used kernel; on 2.6. execute
| echo SYS_ADMIN >/etc/vservers/.../bcapabilities
~
on 2.4
| echo SYS_ADMIN >/etc/vservers/.../capabilities
to enable CAP_SYS_ADMIN.
To begin from scratch (*no* capabilities), put '~ALL' into the file
above and list the additional capabilities explicitely.
