I have never seen this error. I'd assume you run some special setup like
SElinux, grsec or similar. You might get faster answers if you give more
info. Minimum are kernel version (and where you have it from),
util-vserver version and host+guest OS/versions.

I don't know about upstart, the classic VServer startup just executes
everything in /etc/rcN.d, might work similar for upstart if the tools
are aware about upstart. There is no 'init' as such and so no inittab is
ever read/used.
