yes, that's a known debian deficiancy, it seems that
this is one (the only?) distro where getting apt-rpm
to work is a really tough job ...

if you succeed to get that working, please write a
short howto, guess a lot of folks will appreciate it

vserver <name> build -m skeleton --context 42 ....
(see http://linux-vserver.org/alpha+util-vserver for
some examples and most options)

replacing the 'empty' guest dir by your untarred
mandrake guest should do the trick ...
