that would be a config error, as it is either 15
or the symbolic name 'inf' for infinity/unlimited

assuming that you would use 15, then that would be
an upper limit of 15 seconds CPU time
(as I said, probably not what you are looking for)

soft and min are not implemented yet, but in future
soft will be a limit at which penalization starts
and min will be some kind of guarantee ...

you want to look into the hard cpu scheduler for
that (and the token bucket setup)
(this is limiting the CPU resources, not the time)
