i had the issue until 3.2.14, i have 3.2.16 now on some machines and i
have not been able to make a process in D state block the system (tried
2 guest running aio test phoronix test suite io/cpu test only in a loop
for 48h).

the blkio.throttle makes process stay in D state for some times it seems
but stopping the stress test make the process recover with no particular
issues so it seems at last that 3.2 is getting stable but i have not a
long enough vue of it running on our most loaded server to say more.
