I'd say somebody at debian was funny and packaged a 0.30.215
as 0.30.216-pre, otherwise I don't see why util-vserver would
claim to be 0.30.215 if it wasn't ...
but hey, maybe debian got creative and patched the version
down to 0.30.215 ... or you have a mix of 0.30.215 and a newer
util-vserver installed ... or something completely different
happened ...
in any case, I strongly advise to scratch the debian package,
remove all evidence that it was ever there and install the
most recent util-vserver version (either directly from source
or by building a deb from that source) and test again ...
