Based on your value:
BG> /etc/vservers/example/interfaces/0/dev = eth0

it is definately _not_ necessary to have this set up on the host to
have an "eth0:0" if, no. The "dev" with "eth0" and "name" with "0"
leads already to the creation on guest start, so there's no need for
an extra setup on the host beside the vserver config files.
