In case you need high availability you should be using a HA director.
In that case you should be able to do this 5 seconds start/stop
operation for moving each vserver from one machine to the other and in
the meantime the director should send the connections to the other
active cluster vservers....
To ensure HA you can unregister from the cluster the vserver you are
moving and register again after It has been moved to the new machine and
is ready to work.
In any other non-HA scenario the 5 seconds stop/start should be more
than acceptable.
