I did some more tests:
At console 1:

 .. Then I stopped all services in deb4 ..

The same doesn't work with another vserver (deb3).
With deb3, I can stop all services, then after CTRL-D there is no deb3 anymore in vserver-stat
(I think that is how it is supposed to work)
