that looks like you are using dynamic contexts (49175)
try to switch to a static context (2-49151), then, as
your 'guest' executes shutdown, I'd suggest that you
either clean up the guest scripts (i.e. remove runlevel
scripts which handle hardware and system shutdown) or
switch to the 'plain' init style (from sysv) which will
start an init inside the guest and handle the shutdown
properly ..
