yes, that's what the hard cpu scheduler allows
you to do, assign a 'fixed' amount of tokens per
time unit to each context, but also allow for
bursts after a time of quiescence ...

this is done with the newer devel scheduler on
a per cpu basis ... if you get the numebrs right
you should be able to do that ...
