Here I would *guess* the following:

# ip addr
1: eth0: <BROADCAST,MULTICAST,UP> mtu 1500 qdisc pfifo_fast qlen 1000
    link/ether 00:ee:ee:bd:ee:ee brd ff:ff:ff:ff:ff:ff
    inet 1.2.3.4/29 brd 80.69.46.199 scope global eth0
                                     ^^^^^ see? here we have "scope",
too. loopback has scope "host", eth has "global".
I think "local" won't be routed and arp-ed. But I never had to care for
.. so you probably don't need it, too.
