actually a bunch of things ... but your issue
is most likely caused by the broken config ...

did you create that with newvserver?

try ULIMIT="-HS -u 1000" and make sure that
your host allows for -u 1000 ...

you should also change the following:

 - use a static context id (49152 is dynamic)
 - do not use the legacy config files unless
   it is a legacy guest (you will lose a lot
   of features this way)
