nothing, it's just an unfortunate choice of methods
you are building a 'skeleton', so a lot of structure
and bones, but no fleshy services and binaries inside
try one of the 'other' build methods like:
vserver foo build -m debootstrap --hostname vs.foo.org --netdev eth0
--interface 192.168.3.1/21 --context 42 -- -d sarge -m
(listed on http://linux-vserver.org/alpha+util-vserver )
or copy over some actual 'contents' into the skeleton
directory (which can be executed/run)
