Neither yum or apt-rpm seem to be packaged as deb packages in Debian.
That is not very strange. When I search for both yum and apt-rpm I find
the smartpm package. I have not tested it but maybe it can be used for
this.
Filename: pool/main/s/smart/smartpm_0.29.2-2_i386.deb

Description: An alternative package manager that works with dpkg/rpm
The Smart Package Manager project has the ambitious objective of
creating smart and portable algorithms for solving adequately the
problem of managing software upgrading and installation. This tool
works in all major distributions (APT, APT-RPM, YUM, URPMI, etc).
.
This project is in beta testing. Please, understand that bugs are
expected to be found at that stage, and there are features that still
must be implemented in the forthcoming future.
Just a thought and no guarantees.
