It is a complete - all in one - patch.
I think you should make another kbuild target as long as related
vr-tools and cq-tools aren't pakaged or else added to current debian
vserver tools (vserver-utils ?). Quota patch features seems to be
freeze for 2.4.X kernels. But i don't know if vserver's team call it
'stable' and then follow this post to vserver mailing list...
