recent tools contain an utility called vlimit, and
provide config options to set those limits for
VS (AS), VSL (LOCKED) and RSS

well, we 'just' account and enforce it. period.

there is also an option to block fork() if the
RSS limit is reached and the same amount as the
forking process uses isn't available ...
