this looks like 0.30.193/195 tools with an old
(legacy) config which should work, but will default

for 2.4.27-vs1.29 the 0.30 tools might be a better
option after all ...

looks like there is no runlevel script inside your
vserver at /etc/rc.d/rc, and the configuration
probably says (implicit or explicit) to start this
script with some default runlevel ...
