chbind is a property of a task, that is why the
binding is shown in /proc/self/status ...

really depends on the config, if you use static
context IDs (which is strongly advised) then you
will get the same context ID, if you use dynamic
no, you won't ...

there are no dormant contexts, either the vserver
context contains a process, or it just doesn't
exist anymore ... vserver contexts are a property
of tasks (in the current implementation)
