This isn't actually the case. The difference is how you can set the
secondary flag, etc. Try this:

# ip addr add 192.168.1.0/24 dev eth0
# ip addr add 192.168.1.1 dev eth0
# ip addr add 192.168.1.2 dev eth0
# ip addr list

now you have two useable aliaes .1 and .2 (try pinging them from another
machine). With .1 being the first one you set up (take note of the
subnets that they are assigned to).

# ip addr del 192.168.1.1 dev eth0
# ip addr list

and, voila, .2 still exists.
